The 2020 Campaign
Throughout 2020, the Special Rapporteur is organizing the celebration of the 10-year anniversary of the General Assembly resolution 64/292, recognizing human rights to water and sanitation. Among others, he will be sharing friendly versions of the reports he has produced as Special Rapporteur, as well as their original content in the form of shareable media, blog posts and videos, to promote the human rights to water and sanitation.

Background
- 2020 marks the tenth year since the UN General Assembly adopted resolution explicitly recognizing the human rights to water and sanitation
In 2010, the UN General Assembly adopted resolution
64/292 recognizing “the right to safe and clean drinking water and sanitation as a human right that is essential for the full enjoyment of life and all human rights”. Subsequently, the Human Rights Council, in September 2010, affirmed this recognition and clarified that the right is derived from the right to an adequate standard of living (HRC res 15/9).
- 2020 is also the last year of the current Special Rapporteur’s mandate.
The mandate of the Special Rapporteur on the human rights to safe drinking water and sanitation was initially established by the UN Human Rights Council in March 2008 and appointed Ms. Catarina de Albuquerque as the first Independent Expert on the issue of human rights obligations related to access to safe drinking water and sanitation. In 2014, the Human Rights Council appointed Mr. Léo Heller as the second Special Rapporteur. His second term will finish in November 2020.

At its 42nd session in September, the Human Rights Council passed a
resolution requesting the Special Rapporteur to conduct a campaign celebrating the 10-year anniversary of the UNGA and HRC resolutions on the human right to water and sanitation.
